Truman believed that communism spread when people faced poverty
to ld congress that europe needed 17 billion to fight poverty

Tied european economy to US and increased american influence in european affairs
Directed at western europe but eastern european countries were welcome to apply
Consequences
16 western european countries set up the Organization for European Economic Cooperation to put their plan into action
$17 billion was provided by 1963
Stalin saw this as way to control western europe and threat to his control over eastern europe
Western europe would become tied to US market for goods
E. europe would be tempted to join, banned from participating
