What is the Professional Standard relating to measurement?
Property Measurement 2018. There is also Code of Measuring Practice 2015
What does Property Measurement 2018 outline?
It incorporates aspects of IPMS. IPMS Offices and Residential have been included in the standard.
What are some general principles that members and firms must comply with when measuring?
State the purpose of measurement
Date of the measurement instruction
Date of measurement
Measurement standard opted
If IPMS is not used document the reason why
Measurement tools used i.e. laser/tape measurer
Scale of any plans used
Unit of measurement and coversion factor
Name of RICS firm or member responsible for the instruction
What is IPMS?
International Property Measurement Standard is an initiative to have a standard definition of measurement. It aims at avoiding any inconsistencies relating to measurement in different countries and bringing greater transparency.
The Property Measurement Standards Council have led this.
IPMS Offices was introduced in 2014 and incorporated in 2015. IPMS Residential was introduced in 2016 and incorporated in 2018. IPMS Industrial, Retial and all buildings have not been incoporated. IPMS All buildings is latest and outdates Office and Resi - RICS says to use Property Measurement 2018 and Code of Measuring Practice 2015.
It is a mandatory guidance that members must promote IPMS and its benefits.
What is common facilities?
Shared areas that is not specific to a specific tenant.
What is component area?
Horizontal area in a building that is designated based on its structure and function.
What is finished surface?
The wall surface
What is internal dominant face (IDF)?
Finished surface that comprises more than 50% of floor to ceiling height.
What is IDF wall section?
A specific section of an external wall defined by the internal finished surface.
What is limited use area?
An area in the building that has restricted use, for example restricted height.
What are the definitions for IPMS Office Buildings?
IPMS 1 - For planning and building cost purposes (GEA)
IPMS 2 - For agency and valuation purposes (GIA)
IPMS 3 - Also for agency and valuation purposes (NIA)
What is included and excluded in IPMS 1?
Used for measuring the area of a building including external walls
Included: Covered galleries
Balconies
Roof terraces
Excluded:
Upper void levels of an atrium
Open external stairwells
External parking at ground level
What is included and excluded in IPMS 2?
Used for measuring the interior of an office and includes all areas available. Measured to the internal dominant face.
Included:
Covered galleries
Generally accessible roof terraces
Excluded:
Open light wells and upper level voids of an atrium
Patio and decks at ground floor level
External parking and equipment yards
What is included and excluded in IPMS 3?
Used for measuring the occupation of floor areas. Measured to internal dominant face.
Includes:
All columns
Covered galleries
Balconies
Excludes:
Common facilities
Lifts
WC’s
Cleaners cupboard
What is the difference between IPMS 3 and NIA?
IPMS 3 takes measurements to internal dominat face.
IPMS 3 measures rooms with a ceiling height of less than 1.5m
IPMS 3 includes all columns
IPMS 3 for floors with multiple occupiers, areas are taken to midpoint of partition wall between tenancies.
What does the Code of Measuring Practice 2015 outline?
The best guidance for the measurement of properties that aren’t offices or residential.
Provides definitions to ensure consistent and precise approach to measurement.
What is GIA?
Gross internal area - used for measuring industrial property.
Includes columns, lifts wells, mezzanine with permanent access.
Excludes canopies, fire escapes, covered ways
Ancillary office space is measured in GIA.
What is NIA?
Net Internal Area - used for measuring offices and retail units.
For shops - remove ceiling tile or try get behind partition to measure or measure basement to get true width.
For offices:
Includes kitchens, atria with clear height above, built in cupboards, ramps, areas occupied by ventilation.
Excludes: Rooms with a ceiling height of less than 1.5m, columns, WCs, plant room, cleaners rooms, stairwells, permanent circulation areas.
What is an internal eaves height?
Clear between the floor and the lowest point on the underside of the roof.
What is site depth?
Measurement from the front to rear boundaries.
What is shop depth?
Measurement from notional display window to rear of retail area, including thickness of window
What is built depth?
The maximum external measurement from the front to rear walls.
What is gross frontage?
Straight line measurement across the front of a buildings external walls.
What is net frontage?
Overall frontage of the shop line measured between the internal face of the external walls.
