Water was uncontrollable, during some seasons the river would flood washing away crops and during other seasons the river would dry up.

So they built an irrigation system

What factors caused Mesopotamia to become a city-state

A

Problem and solution 1, food shortage in north Mesopotamia so people moved down to Sumer.
Problem and solution 2, during spring time the river would flood from the rain up in the north, during summer the river would dry up because of the sun/heat, so people built an irrigation system
Problem and solution 3, the irrigation system was to hard to manage and clogged with silt, so villages came together to help manage it. This eventually formed towns, then cities.
Problem and solution 4, there was violence over water usage so the Sumerians built a wall made up of dried mud.
