Application
Rules apply to all vessels upon the high seas and in all waters connected there with navigable by seagoing vessels
Rule three
General definitions
Vessel includes every description of watercraft, including non-displacement craft, WIG craft and see planes, user capable of being used as a means of transportation on water
A sailing vessel is
Any vessel under sail provided the propelling machinery, if fitted, is not being used
Vessel engaged in fish fishing is
Any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict maneuverability but does not include a vessel fishing with trolling lines or other fishing apparatus that does not restrict maneuverability
A seaplane is
Any aircraft designed to maneuver on the water
A vessel not under command is
A vessel which threw some exceptional circumstance cannot maneuver as required by the rules and cannot keep out of the way of another
A vessel restricted in ability to maneuver
Is a vessel which from the nature of her work is restricted in ability to maneuver as required by these rules and cannot keep out of the way of another vessel
A vessel constrained by draft means
Power driven vessel because of her draft in relation to the depth of water is restricted in her ability to deviate from the course she is following

Application, the rules in this section applies to any condition of visibility
Rule five
Every vessel shall at all times maintain a proper lookout by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision

Sailing vessels
When two sailing vessels are approaching one another so as to involve risk of collision, one of them shall keep out of the way as follows
If each vessel has the wind on a different side, the vessel which has the wind on the port side shall keep out of the way of the other
If both vessels have the wind on the same side, the vessel to Windward shall keep out of the way of the vessel which is to Leeward
