What is Global Civil Society?

Who are non-state actors?
Any group that is not and not associated with the state
(Any group that is not apart of government)
-Multinational corporations
-Terrorist groups
-NGOs
-International institutions
- Examples: SpaceX (a multination corporation that makes space rockets)

State:
- a government of a country
-The government as the entity that protects and provides for the population
What is a Nations-state?
-Defined territory
-Government
-Population
-Sovereignty
Sovereignty
Recognized right to rule
-Super important because we are looking at non-state actors
-The state has sovereignty - population recognizes that the government is in charge
Internal sovereignty
population recognizes the right to rule
External sovereignty
other countries/actors recognize a government’s right to rule
- government’s right to rule by external actors (non-state and other countries)
Governments:
protect and provide public services for their populations
-goal to protect and provide for the population
Armed Actors
challenging government’s ability to protect and provide for their population
Public service providers
assisting the government in protecting and providing for their population (with or without their cooperation)
Autocracy
any government that cannot effectively be held accountable by their population (non-democracies)
State capacity
ability of the government to protect and provide for their population
Terrorism Class Definition
A group pushing their ideological and political motives using tactics that instill fear to compromise internal sovereignty.
Corruption
the abuse of power for private gain
Public Service Providers
Assisting the government in protecting and providing for their population (with it without their cooperation)

General group goal: challenge the government’s sovereignty, often to also replace the government
Secessionists
General group goal: separate from the state to create a new nation-state
Example: MNLA
- Represent the Tuareg
- Want to become their own country
Terrorist organizations
General group goal: challenge the government’s sovereignty by compromising government’s ability to protect and provide for the population
Foreign military
General group goal: to protectection/promotion of their own national interest
Mercenaries
General group goal: according to the agendas of their patrons
Militias
General group goal” to protect their own property/populations at the local level or to take advantage of conflict and loot
Protect the people
- From other powers: prevent invasion, respond to threats, etc.
-From each other: establish formal institutions (laws) to ensure order
Institutions: rules that guide behavior
Provide for the people
Public services: collective action as driving demands from government
-Collective action: we all have collective interests, it is easier for someone to represent these interests rather than each of us have to coordinate them
-Ex: public education, roads, infrastructure, etc.
Power In corrupt autocracies:
governments only protect and provide to the extent that it ensures they are able to stay in power
