(Any group that is not apart of government)

  • Examples: SpaceX (a multination corporation that makes space rockets)

State Capacity: Public Service Provision
- Infrastructure Requires planning & maintenance Stand of living: electricity, WASH (water, sanitation, and hygiene) Connectivity: roads, internet, airports, etc. - Public services Education; requires organization, implementation, income, and cultural capacity Health care: requires human capital, infrastructure, etc. Other services: documentation! Welfare, crisis response, etc.

If the goal is to govern, then they have to have the state capacity to do so - Gaining internal sovereignty by providing public services - Gaining external sovereignty by showing their state capacity
