Change

Extra work

Contractor
- awarded contract based on tender
Contract Administrator
- mandatory
- authorize payment
- give instruction
Superintendent
- not mandatory, but must be the person listed in tender
- = contractor on site
Subcontractor
- all direction from superintendent
