A

No, although new weapons give way to various new tactics and methods the change is rarely immediate as armies need to figure out how to make best use of them
Eg tanks as they showed their potential in WW1 but only where best used in WW2

A

-Government take an active role in funding technical improvements in weapons such as the Radar, jet engines and nuclear weapons
It is seen the most during war time when government spending will increases therefore leading to move innovations
-governments revenue from taxation has risen from 17billion in 1900 to 700billion in 2005(in 2005 values)
