A

Reactive: Victim led with an approach to Police by the victim or someone acting on their behalf

Proactive: Police led investigation using resources to id traffickers and gather evidence

Disruption: The risk of the Victim demands an immediate response and the reactive and proactive approach are not practicable

What is the key difference between Migrant smuggling and people trafficking ?

A

• migrant involves a person who freely consented to be brought into NZ as an illegal immigrant and is not subjected to coercion or deception

• people trafficking involves a person who is brought to NZ by mean of coercion and/or deception in order to exploit them as forced labour, or for removal of their organs or sexual exploitation
