As Washington declared the nation neutral, both countries began stopping American ships and seizing their cargoes in order to prevent them from trading with the enemy. Jays treaty was to avoid war with Britain.

One, United States agreed to pay debts owed to British merchants. Two, British agreed to pay for the ships it's seized, withdraw troops from Northwest territory, ad stop aiding native Americans. Britain, however, refused to recognize the right of the us to trade with France and refused to cease impressment of US sailors.

Jays treaty angered Republicans the Republicans accused the Federalists of being pro-British. On the other hand, Federalists liked the treaty because it kept peace with Britain.

There was a call for war against France. John Adams asked Congress to increase the size of the army and rebuild the Navy. Congress suspends traded France and directs the Navy to capture armed French ships. This is undeclared war at Sea.

John Adams came to an agreement with France (Napoleon), this was called the convention of 1800.

What were the terms of the convention of 1800?
The United States gave up all claims against France for damages to American shipping. France released the United States from the treaty of 1778 which required the United States to help defend France's colonies in the Caribbean.

What did the alien act do?
It required immigrants to wait 14 years before coming a United States citizen (weakened Republicans support because they could no longer vote) also allowed the president to deport any immigrant he viewed as dangerous. (Deportation without trial).

The sedition act made it a federal crime to utter or print anything against the federal government.

What theory did the Virginia resolution propose? What was the Virginia resolution a response to?
The Virginia resolutions proposed the theory of interposition: argued that if the federal government did something unconstitutional, the state could interpose between the federal government and the people and stop the illegal action. The Virginia resolution was a response to the alien and sedition acts.

The theory of nullification: if the federal government passed an unconstitutional law, the states had the right to nullify the law, or declared invalid. The Kentucky resolution was a response to the alien and sedition acts.

What was the impact of the Virginia and Kentucky resolutions?
They had very little effect at the time that they were published, but they established the important idea that the union binding these United States is an agreement between the states and that they therefore can overrule federal law. This idea is known as states rights.
