Open Enrolment Flashcards
What act introduced open enrolment?
The education reform act 1988
Why was this policy introduced?
This policy was introduced in order to allow parents to apply to multiple schools rather than admission being based solely on catchment area as it was in the comprehensive system.
What has open enrolment increased? (Refer to question)
Open enrolment has increased choice and diversity by allowing students to attend schools beyond their designated catchment area.
What does this flexibility allow for?
This flexibility allows for families to choose schools that best align with their needs, whether based on resources provided, extra curricular activities or the grades being achieved in that establishment.
What does this policy foster?
This policy fosters wider diversity by providing pupils from different backgrounds to access wider range of educational environments and opportunities.
Who criticises the idea of open enrolment? ⚽️
Ball
What did BALL say about open enrolment?
Ball suggests parentocracy is a myth. Various studies have shown that middle class parents use their cultural and economic capital to get their children into the best state schools.
Why can middle class parents use their economic and cultural capital to get their children into the best schools? (Criticism)
This is because middle class parents understand the application processes and appeal procedures work. Middle class parents can also afford to move into catchment areas of high performing schools.
What does middle class possessing more cultural and economic capital lead to? (Criticism)
Selection by ________
Despite open enrolment, top schools are flooded with applications with distance from the institution still being taken into account when allocating places. This creates “selection by mortgage” where house prices near outstanding schools increase significantly meaning working class families are unable to afford to move into this area.
