What are the general duties and responsibilities of the tactical team?
To respond to high-risk risk
What are the seven scenarios the tactical team will respond to?
- barricaded subject
- hostage incidence
- VIP security
- hijacked aircraft or vessels
- dangerous prisoner escorts
- high risk searches
- any situation where tactical assistance is needed
What is each tactical team composed up?
Each team will include a team leader, and EMT or medic, and a suitable number of other troopers
What is a tactical team trained in?
- use a stay police tactical unit weapons
- sniper and counter sniper operations
- barricade and hostage situations
- aircraft hijacked of aircraft or vessel
- operations within buildings
- other subjects including the conduct of readiness exercises
How many days will state police tactical unit members train each year?
At least 20 days per year
How are teams mobilized?
Option A
- request by trooper and field
- District commander consulted
- District commander contact ESU commander
- DPS communication center will notify a team
Option B
-Notification of state police tactical unit
– ESU commander will determine which team to mobilize and then go to five DPS communication center
– DPS communication center will notify designated team
– District commander will notify commander of field ops when team is mobilized
What should troopers in the field do before the tactical unit arrives to a scene?
Conform to appropriate department emergency plan directives whenever possible
Can a hostage negotiator be deployed without a tactical unit?
Yes
Can a tactical team member to be deployed individually by an on scene supervisor or commander?
No. Team members operate as a unit and shall not be assigned specific duties until the team assembles.

Where is ESU headquartered at
Fleet garage in Colechester. The unit maintains a nine bay garage which houses units specialized equipment and vehicles
What is the difference between cover and concealment?
Cover can stop bullets, concealment can’t.

What is the threat assessment matrix
A field guide designed to assess department and personnel in assessing situations where consultation and/or use a tactical unit is required.
1–15 points = Maybe handled at troop/unit
16–29 points = consultation with tactical unit commander or designee required
30+ points = Use of tactical unit required
