DRIVER is always using
EMPLOYER of a driver is using when it was being driven for the employers business

What is owner in relation to vehicle?
In relation to vehicle which is the subject of hiring or a HP agreement, means the person in possession of the vehicle under that agreement
Does person USING vehicle have to be aware that offence is being committed?
No
Who can CAUSE someone to use a vehicle?
An employer. The person giving the order must be aware or should have been aware that the offence was being committed
What is PERMIT in relation to a vehicle?
A person other than an employer who gives to another permission to use their vehicle. They must know or should have been aware that the offence was being committed
