2.1 Parliament is considered sovereign
-It can make or unmake any law,there are still ways laws are scrutinised and challenged.Firstly through the courts,as seen in privacy international
-HRA can issue a declaration of incomptability

-Bills must pass multiple stages in both the house of commons and the house of lords,committees such as the joint committee on human rights examine bills for rights compatability
-showcasing taht under section 19 of the HRA,showing they have considered human rights implications before a bill is introduced
2.3 legal scrutiny has its limits.
Courts have been cautious not to claim powers that would undermine parliamentary sovereignty.Such as to apply an act of parliament because it breaches the reule of law
