A

the pensions were a significant improvement when compared to previous years and the poor law reliefs which had been the only means of support before. However they were still miles away from helping the old as many of them were still not even qualified such as those with a criminal record, anyone who had been found to be habitually drunk, or avoided work. The poor law relief was also still the only means of support for the young during these difficult times of poverty.
