Except as provided in title 13 chapter 33 any person violating any provision of this article with respect to any wagering or betting whether the race is conducted within or without this state is guilty of a class 6 felony.

Violations of what is listed in ARS 5-xxx is considered a class 6 felony unless it falls under title 13 chapter 33.

Officials and organizations that facilitate betting (permittee aka TGP) are not allowed to permit someone under the age of 21 to participate in betting
Each permittee (or permittee department head) shall see that the permittee department heads employees are licensed and furnish a list of the employees upon request.

Pertmittee (TGP) must ensure all employees are licensed and keep a record of employees on hand and be able to produce it to the commission upon request
A permittee shall not allow an official to act until the officials appointment has been approved by the department: provided that, in the case of sickness or inability to act the provisions of R19-2-122(A)(5) or R19-2-309(A)(5) apply

Officials/licensee’s shall not do drugs while on the premises no be under the influence of drugs while on duty unless otherwise ordered by a doctor with a lawfully issued prescription
The stewards shall interpret A.R.S. Title 5, Chapter 1 and this Chapter and decide all questions not specifically covered by A.R.S. Title 5, Chapter 1 and this Chapter. In all interpretations and decisions, an order of the stewards supersedes an order of the permittee.

What does “Teletracking” Mean?

Definitions
“Teletracking” means the telecast of live audio and visual signals of live or simulcast horse, mule, or greyhound racing programs conducted at an authorized enclosure within Arizona to an authorized additional wagering facility within Arizona, by a racetrack permittee for the purpose of pari-mutuel wagering, or the teletrack wagering conducted on the racing program

All Department rules governing pari-mutuel wagering govern teletrack wagering. Teletrack monies wagered are part of the pool of the sending track for reporting purposes.

Teletrack Wagering
All rules that govern live racing apply to Teletrack (simulcast) racing and the monies bet via teletrack get added to the pool of the live track for reporting purposes.
The permittee controlling the teletrack wagering permit is responsible during the racing program for reporting any problems or delays to the public.

If any issues or delays occur in streaming the live race the Permittee (race track running the race) must report the problem to the public right away.

Simulcasts (videos) must display when possible:
- All wagering information including pool totals, will pays, or odds as offered to the general public at the permittee racetrack location;
- Each race shown live, as it is run or received at the permittee premises;
- Race results;
- Prices or payoff;
- Minutes to post; and
- The race number and track for which the above information is displayed
A teletrack wagering permittee shall make Arizona parimutuel rules available in the wagering area. This requirement may be met by publishing the Department’s rules-page web address in the racing program and on the permittee’s web site

General Provisions regarding Teletrack Facilities
Permittee (TGP) must post rules in the wagering area (starting box, near POSM etc.).
This can be done by publishing the departments rules-page web address in the racing program and providing the link on TGP’s website.
A teletrack wagering permittee shall make the results of each race, and the winnings from each race, available from tellers or results-posting terminals as soon as possible at each teletrack facility and shall make the results available to the wagering public for 24 hours on the race day following the day of the race.

General Provisions regarding Teletrack Facilities
The permittee (TGP and/or another race park) needs to keep the winners information available for a min of 24 hours after the race is over along with the payout information for bets.
Tellers, result posting terminals etc are valid ways to make this info avail.
How are Apache and Tucson Greyhound Park (TGP) tracks are permitted to offer wagering on horse races

TGP has a contract with Turf Paradise and is an OTB for them. This is possible because Turf Paradise and TGP fulfilled all of the requirements of the state
After the greyhounds have entered the track, the parade of the greyhounds to the post shall be no longer than 15 mins, unless a delay is unavoidable (DOGS)
After the horses enter the track , no more than 12 mins shall elapse during the parade of the horses to the post, except with the approval of the stewards.

Rules of the Race
Parade of dogs will only last 15 mins before post time (ready to race)
Parade of horses will only last 12 mins before post time (ready to race)
Give on example of a delay in the Mutuel dept that could affect the length of time the runners are on the track.
Who should be contacted and when?
Ex: Lines of bettors very long - need time to clear the lines
Contact- The stewards should be contacted 2 mins to post to clear the lines,
Ex. Late scratch at post time,
Contact - The stewards to ask for time so ppl to change their bets
A pari-mutuel ticket is evidence of a contribution to the pari-mutuel pool operated by the permittee and is evidence of the obligation of the permittee to pay the holder thereof such portion of the distributed amount of the pari-mutuel pool as is represented by such valid pari-mutuel ticket.

Pari-mutuel Tickets
The ticket is proof that a bet was cast, and if it is a winning bet is proof that the bettor is owed funds from the pool.
With a ticket - able to cash out on a winning bet
Without a ticket- not able to cash out without first putting a claim in with the state
The permittee shall cash all valid winning tickets when such are presented for payment during the course of the meeting where sold, and for a one-year period after the last day of the meeting.
