Who are new laws made by ?
Parliament
What is pre legislation?
ideas for change to current laws or to make new laws
What is a green paper ?
Document issued by government putting forward proposals for reform of the law and often inviting suggestions
What is a white paper ?
Document issued by government stating decisions as to how it id going to reform the law which is used as information
What is a public bill?
Government introduce a bill which is mostly used to meet manifesto of winning party , usually public policy matters
What is a private bill?
Focus mainly on institutions or individual organisations
What is a private member bill?
MP speech rule
Where do most bills start ?
House of Commons but must be passed by House of Lords
What is the first hearing ?
Introduction where just name and main aims of a bill are read out
What is the second hearing ?
This is the main debate on main principles of the whole bill , speaker controls the debate
What is the committee stage ?
At the stage the bill is examined in detail by a select committe of 16-50s MPs who will suggest and will be represented depending of no seats in commons
What is the report stage ?
The committe reports back to the house on amendments made to bill, they will be debated on in House and either accepted by voting whereby members walking through doors in which they prefer
What is the third reading ?
There is then a full debate and final vote on Bill as a whole , there will be a further debate on the general principles of the Bill only if at least 6 MPs request it
Who are the royal assent and what do they do ?
This is a final stage where the monarch gives its formal approval to the Bill. It then becomes an Act of Parliament
What 3 influences are there on parliament ?
Politics, Pressure groups , The media
How does politics influence parliament ?
The government of the day will have had a party manifesto

Can range from a single person to several hundred thousand members , who can influence Parliament to legislate on an issue
