OC suspect is responsible for:
-obtaining information about suspects and persons of interest, as they are identified by the OC investigation.
- Thoroughly profiling and investigating all suspects to establish their involvement
- Seeking evidence to cover all elements of the offence
- Mitigating and dealing with possible defences that may be raised
- Providing a basis for further investigation
Three categories of suspects management:
- identification and profiling
- Arrest / termination
- Interviewing
Who is responsible for determining the status of the person within an investigation?
OC investigation
Define a suspect
A person of interest who has gained added status because of a direct or indirect connection to the circumstances of the crime.
Initial suspects team briefing should cover the following:
- Circumstances of the offence
- Details of all POI and suspect
- Details of any descriptions of the suspect provided by witnesses
- Whether any particular MO has been identified
Methods to Identify suspects:
- area canvass
- intelligence analysis
- Police notings
- fingerprints
- DNA samples
- witness evidence
- CHIS
- YA officers, FV officers
- Media / publicity reports
- Other govt agencies
Preparing descriptions:
After analysing a witness interviews/statement, a schedule of descriptions of the suspect can be prepared and we are appropriate distributed, for example by;
- Circulating two members of the search, area, canvas and investigation teams and/or
- The media
Suspects residence, to identify consider using the following sources:
- NIA
- council to confirm property owners
- reconnaissance in the area
- surveillance
- photos of vehicles/ persons arriving and leaving
- PO on phones

Eliminate
Passive data generators
- financial records
- cctv
- telco
- customer / subscriber info
- vehicle GPS
- toll records
- cell phones
Preparing to interview a suspect:
Prior to interviewing suspect, OC suspects should;
- liaise with the OC investigation whether L2 or L3 interviewer is needed
- consult with OC regarding mode of interview
- establish status of a person, are they witness or suspect?
- Consider if a person requires special consideration, eg linguistic or medical
- ensure interviewer is fully briefed
- ensure the interviewer is familiar with the procedures outlined in investigate interviewing suspect guide.
- discuss elements that need to be established
- ensure interviewer had an interview plan.
Arrest of a suspect - OC suspects should:
- ensure suspects are isolated from each other
- BOR
- YP processes
- consider search of suspects person, vehicle or home.
Medical examination- OC Suspects will arrange in consultation with the OC for a police doctor to examine the suspect. The doctor must:
- note any injuries
- take samples identified as necessary by the OC using a specialised medical examination kit including:
- Blood, saliva, head hair, pubic and body here irrelevant, fingernail scraping, swabs from the suspects hands or other relevant areas.
- Swap the suspects hands for firearms residue using a specialist firearms detection kit.
-Provide professional opinion regarding the condition of the suspect.
Record any explanations or comments made by the suspect about their offence or the cause of any injuries. Photographs of the suspect and any relevant marks or injuries must be taken.
Psychiatric evidence
The OC suspects should ensure evidence is obtained of the suspects mental state at the time of the crime and where they have mental condition whether the suspect is fit to plea.
Police investigation should aim to establish whether the suspect understood the nature and quality of the actions and whether they realised the actions were morally wrong . This is useful and rebating a defence of insanity.
Alibis - what is the OC suspects role?
OC suspects responsibility to make thorough enquiries to determine the veracity of the alibi and fully report the result of these enquiries to the Crown Solicitor via the 2IC.
In investigating any alibi offered, the OC suspects must:
-Make enquiries of people other than the persons whose particulars have been supplied to confirm or rebut evidence and support of the alibi.
- complete enquiries to establish whether the suspect was at the time of the offence, who they were with and what they were doing.
- Where ever possible, corroboration of the alibi provided by the suspect should be sorted from forensic or other sources that are independent of the suspect.
