What is the duty of a leading hand

A
  • It is the duty of every Leading Hands of every branch of the Service to ensure that order and
    regularity are preserved in their vicinity among those ratings of whatever branch, whether
    on duty or not, who hold a rate junior to them.
  • They are expected to lead by example and are responsible for promoting and maintaining
    the highest of standards and adhering to Royal Navy ethos and core values at all times.
  • They are accountable to their Divisional Senior Ratings and Officers for the discipline, development, training and welfare of the able ratings in their charge.
  • They are to be encouraged and expected to play an active role in the Divisional System.
  • They should alsoutilise PDev and other forms of recreation, which contribute towards the wellbeing of their subordinates and the moral component of OC.

A

The prefix Leading Hand’ is to be used by all personnel when addressing them Or speaking of them.

They are to fall in separately from their subordinates, except on ceremonial Occasions, when they may be included in the ranks.

They are to be placed in charge of formed bodies of Service personnel and
Working parties whenever practicable.

They are exempt from routine kit musters but are to muster their own kit periodically.

Where practicable ashore, they should have the opportunity to use a separate recreational
space

A

RN will use OEM sometimes to carry out repairs, often major repairs as they have superior system knowledge. OEM attendance/advice is organised by the MSSP and sometimes the COM (Class Output Manager)

Whatvis the man below board?

A

The manbellow board is to allow the DSMESR or MEOOW1 to see what manpower is currently in spaces deemed as dangerous to life such as MMS, AMS and HV compartments. In the event of an incident they can instantly see all manpower down spaces including those members on watch. This is important as if an incident occurs in the same space the personnel that are pegged into the space could be potential casualties which under state 3 are considered the highest priority.

How are contractors controlled?
We control contractors and visitors by ensuring that they fill a visitor's chit stating their name, organisation, date and time in and out along with what space they are entering. As a LET we mustensure that if the contractors are entering a HV space that they have been briefed by the duty APC and must ever be accompanied by a locally endorsed CP or will be given an AOL (Access of limitation).

Describe the onboard safety organisation
CO and X0 are in charge of all personals safety on board ship, The MEO is in charge of all ME safety both personnel and environmental. The DEPCOs are in charge of personnel that take leave, needing number etc, this i is because people on run ashore have gone missing therefore their requirement location, t phone a requirement to report in is vital to ships company safety. The DMESR/MEOOW1 is in charge of all watchkeepers and MEs in MMS, AMS and HV spaces. Whole Ships Company are in charge of overall safety, if they feel something is wrong or unsafe they must report it up to the chain of command immediately.

A New ET joins your section
First I would ask if they have been briefed by the DPO on arrival to the ship After that I would ensure that the ET had completed his health and safety course on defence gateway, has completed BISSC and finally attended his new joiners brief. After this I would get him to complete his new joiner's chit along with his 21 day questionnaire which should assure me that they are safe throughout the ship. After this I would then take them round the spaces giving them key information such as emergency stop buttons, nearest escape routes, where the nearest SEP and escape EDBAS are etc. After this I would get them to shadow a senior lad whilst working on the section showing them how to do dailies, weeklies and monthlies in a safe manor. The vital bit of information I would tell them is if they are ever unsure of something they feel is unsafe that it is ok to come ask myself, a senior lad or any board else on the section for help, telling them I would rather them tell me then cause harm to themselves, any other personnel on board or damage to the environment.

Why is a PTW required?
PTW should be used when there is a need to carry out high risk work which may adversely affect the safety of personnel, the environment or plant and equipment. Where assessment and the existing safe system of work do not fully mitigate the level of risk.
