The Farewell Address
Washington decided to retire after two terms "silent law" his farewell address was never delivered orally but was printed in many newspapers. Advised against permanent alliances.

Whiskey Rebellion
Revolt of western Pennsylvania farmers against a tax on distilled spirits. Tax was proposed by Alexander Hamilton to raise revenue and assert federal authority. They resisted and formed a militia.
