What is State?
Politically speacking it is define as a community of persons
more or less numerous living in a definite territory posses a
government and entirely free from external control

People
It is where people living, its where state exercises political power. There can be no states without this
Territory
The 3rd element, its the agent of the states that carries it will and states will be not functioning well if there is ____. It is the political organization of the state.
Government
It means supreme and final legal authority above and beyond which no legal power exists. Its free from external control. The ability of this is to govern, to decide the best for the state and independence of the state.
Sovereignty
The state is supreme over all citizens and association. To maintain power and security.
Internal sovereignty
This means that the state is independent and free from foreign or outside control. Its to control and what to be done, free from external power.
External sovereignty

The three inherent powers of the State
- Police power
- Taxation power
- Power of eminent domain
The power to enact laws for the promotion of public safety and order, public health, public morals, education and general welfare. Provide punishment and policies.
Police power
The power to exact proportional contribution from the people to defray the cost of governmental expenditures. Collecting taxes to raise funds and revenue.
Taxation power
The power to take private property for public use upon payment of just compensation.
Power of eminent domain
The organization that people set up to protect their community and to enforce its rules. Its is given power - the authority to use force to exercise authority
Government
Role of governemnt
- To protect lives , liberties, and property of members of the community.
- To provide services that individuals can’t provide on their own.

DECLARATION OF PRINCIPLES
Section 1. The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.
Section 2. The Philippines renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice, freedom, cooperation, and amity with all nations.
Section 3. Civilian authority is, at all times, supreme over the military. The Armed Forces of the Philippines is the protector of the people and the State. Its goal is to secure the sovereignty of the State and the integrity of the national territory.
Section 4. The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal, military or civil service.
Section 5. The maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy.
Section 6. The separation of Church and State shall be inviolable.
