Policy - COALITION- 2010 CONV-2015-today Flashcards
(10 cards)
CONV (and lib-dem coaliton) 2010
aims
academisation -marketisation continued through a new policy of academising schools meaning they’re freed from the ‘dead hand’ of the LEA government control, instead curiculim and funding it managed by academy trusts
implement 3 things (one compensatory)
COALITION policies
1) 2/3 of schools turn into ‘covertor academies’ , meaning they’re taken out of LEA control and finance and curriculum is now controlled by academy trusts
2) ‘free schools’ similarly implemented which would be schools (once meeting government standard) est. by faith leaders, governers, teachers, parents etc
3) compensatory education policies were continued with Pupil Premium, money allocated according to each disadvantaged child (e’g care or FSM) and FSM introduced
effect sociologist reponse (3)
-BALL - fragmentated with diversity, means concerns, they’ll be less equal access to education with worries like faith schools won’t teach full curriculum (not required to follow nationa one), and different managerial approaches e’g not all SEN students will get full support
-Green et al found that free schools take fewer disadvantaged children e’g less FSM pupils on average, exacerbate inequalities
-Hanney - found little difference in attainment between convertor academies and those schools who remained in LEA control despite less funding, proving socioeconomic background of catchment area to have far more impact on attainment
neither the less, standards have continued to rise under these new policies with all the less spending
issues with compensatory
effect- stats
-Ofsted 2012 found in many cases Pupil Premium funds not being spent on those disadvantaged students who needed it
-EMA abolised and uni frees tripled so coalition compensatory education minimal (seen to have affect as lowered the stay on rate in education)
CONV 2015-now- aims
commitment to commodification and globalisation of education
-8% cutbacks in education funding and 80% of schools academies by 2020
CONV policies
-globalisation
globalisation- PISA tables measuring the UK in relation to other developed coutries means Ebacc made compulsory
CONV policies
-social mobility
Social Mobility Commission - to advice department of education how to increase social mobility e’g giving contextual offers to low income for uni and
attainment and progress 8 added into league tables meaning schools efficiency judged on improvement and considers FSM students
effect -diversity
minus T-levels being introduced but havent shown full affect, little expansion of subjects and Ebacc narrows subject choices Micheal Gove push for STEM backgrounds creative subject’s
3
effect (sociogist response)
-Molnar- with rapid academisation, profit is now at the heart of education** ‘cola-isation **of schools’ with an education services industry (ESI) meaning careers advice, supply teaching etc can all be sold to academies
marxists like Stuart Hall would argue this is a neoliberal revolution disguised under ‘improving schools’ but actually profit-motive
-Rebecca Allen - measures like Progress 8 neglect MC advantages access to priv tuititon and more parental support to make the progress
-Goldthorpe - no changes make to social mobility in education will be helpful as our later society is too unequal in wealth distripution
overall
policy impact on gender
and ethnicity
gender- tripartite favoured girls but due to that they had to recieve higher marks in some cases, GIST to promote subject choice
ethnicity- national curriculum in assimilationist policies, MCE multicultural elements added but token gesture not addressing instututional inequalities
