When can an appliance OIC upgrade a code 3 response to code 1?

“An Incident Controller/Appliance OIC may upgrade any initial Code 3
response to Code 1 emergency response based on an on scene Size Up
and Safe Person Approach, Dynamic Risk Assessment (SPADRA) which
determines this response code is reasonable.” and “determines the
threat to life and/or property necessitates a Code 1 response”

Who can downgrade / cancel oncoming appliances (with FRV jurisdiction)?

6.1: Appliance OIC on determination Code 3 response is more appropriate and reasonable.
6.2: Upon completion of an on scene size up, incident controller may:
- downgrade oncoming to code 3.
- request additional appliances to respond code 3
- cancel oncoming appliances not required
NB* downgrades/cancellations must be completed through the provision of a wordback.
NB* Responding appliances directed by an incident controller to downgrade or cancel must follow this direction.
NB* En route appliances cannot downgrade or cancel other responding FRV appliances.

Considerations if using Class A recycled water at an incident

A
  • Do not drink
  • Do not use recycled water to treat burns or wounds (can be used as last resort)
  • Use drinking water hydrants for firefighting operations where possible
  • Dedicate an appliance to recycled water hydrant, do not have a pump drawing from both potable and class A hydrants as there is risk that recycled water may contaminate drinking water. Request water authority if cross contamination is suspected.
  • Dump any remaining recycled water on grass, do not refill and leave recycled water in pump. Preferably irrigate grass with water rather than putting down storm water drains.
  • Send all PPE saturated with recycled water for cleaning.
  • Practise good hygiene (wash hands) when eating or drinking after being exposed to recycled water.
  • Do not eat or drink while working with recycled water.
