Now: pluralism, all groups fight for gov attention.

-Indigenous: economic marginalization, left out of economic development. Low edu and health.

Urban VS Rural
-Rural: PRI reforms favored rural areas (patronage driven). When all these poeple moved to urban areas there where none left to support PRI.
-Urban: less likley to support PRI. They look for eocnomic and political reforms.
Social cleavage
North VS South
- North: educated, wealth, foreign investment.
-South: Poor, ameridians
MIGRATION: from south to north for oportunities.

- Voting (except cabinet and beurocracy)
- Privacy
