What type of rule was under Lenin
single-party rule
e.g
Lenin had shut down the Constituent Assembly and had only allowed one party when setting up the constitution in 1918
What type of rule was under Stalin
One-party domination was extended further; the 1936 constitution only allowed for Communist Party members ti stand in elections.
How did Stalin control decision making
The Nomenklatura system of privileges was used to reward loyal officials- decision making concentrated in a small handful of people
Who did Stalin prefer to work with
individuals or small groups of people
Stalin’s power
SO great that he no longer depended on the Party.
Party congresses were seldom called
Commissars reactions to Stalin
They were supposed to tremble when they saw him
Stalin appointing position
Where he could, he appointed younger officials to positions of authority as they owed their positions to Stalin and would therefore give him total support
Stalin’s policies weakened his control
For example the purges started with Stalin but then acquired a momentum of their own as many local officials virtually did as they pleased.
Corruption was widespread.
