S5 phosphorylation of RNA Pol by TFIIH

In vivo -
truncated CTD and mutant CTD have no capping activity
But mutant CTD fused to capping enzymes DOES!

In vitro - WT CTD and mutant CTD have no capping activity, only phosphorylated CTD has.
