It means you're exporting the drug, so you have to be registered with the SED as a manufacturer/wholesaler, receive FDA approval, AND permission from the other country to send it (basically: it ain't worth it)

It has to be for personal use only and the drug can't be available in the US Can only have ≤3 months supply
