  • Ministry of popular culture 1937 was not really sophisticated and had difficulties exploiting modern mediums (film) to disseminate propaganda
  • lack of mass media in the south made national intergration difficult
  • aspects of messages were popular but if it actually transformed Italian attitutes is questionable
