Bureaucratic centralism, where the government controls from the centre, including the central appointment of district officers and other party officials

He appointed people who agreed with him but if any of them got too powerful then he would get their enemies to bring them down.

Stalin gave Lenin a ‘godlike’ status because Stalin made a mausoleum dedicates to him, embalming his body.
How did Stalin build his cult of personality?
He made himself look like Lenins heir by keeping next to him in his final years, was the main pallbearer at his funeral and any ideas he had he would say that it was inspired or would be supported by Lenin. He made sure that he seemed like he was the next heir and would lead Russia to full socialism.
