Explain the Renters’ Rights Bill
A
- Ban no-fault evictions: End “section 21” evictions, which are evictions without a reason
- Replace fixed-term tenancies with periodic tenancies: Make all new tenancies open-ended, so tenants can end them with two months’ notice
- Limit rent increases: Allow landlords to increase rent once a year, but only if it reflects the market rate
- Strengthen tenant rights: Allow tenants to appeal excessive rent increases, and protect tenants from discrimination
- Improve property conditions: Require landlords to address hazards like damp and mold, and apply the Decent Homes Standard
- Create a landlord ombudsman: Establish a new ombudsman to help landlords and tenants
- Create a private rented sector database: Require landlords to register their properties on a new database
- The bill is intended to give tenants greater rights and protections, and balance the rights of tenants and landlords.
