Definition of Wet:

A

A runway is considered to be wet when there is sufficient moisture to cause it to appear reflective with a water depth less than 1/8 inch covering 100% of the runway surface. If there are dry spots showing on a drying runway with no standing water, the runway is not considered to be wet.
