Any constable (and all persons whom they called to their assistance) may arrest and take into custody without warrant anyone who he:
A- finds disturbing the peace OR committing any offence punishable by imprisonment.
B- has good cause to suspect of having committed a breach of the peace OR committed any offence punishable by imprisonment.
Power of arrest Summary Offences Act 1981 39 (1) + 39 (2)
Any constable (and all persons whom they called to their assistance) may arrest and take into custody without warrant anyone who he:
1- Has good cause to suspect of having committed an offence against this act (except sections 17-20, 25, 32-38).
2- Within view does an act the constable believes is an offence against sections 17-20, 25, 32-38 AND fails to give name & address or gives false particulers.

Policing Act 2008 section 32
Obtaining the identifying particulars of a person who is in the lawful custody of the Police if that person is detained for committing an offence.
Policing Act 2008 section 33
Obtaining information that may be used now or in the future by the Police for any lawful purpose for summon.
Public place
Means a place that, at any material time, is open to or is being used by the public, whether free or on payment of a charge, and whether any owner or occupier of the place is lawfully entitled to exclude or eject any person from that place; and includes any aircraft, hovercraft, ship or ferry or other vessel, train, or vehicle carrying or available to carry passengers for reward.
