APIPA addresses always start with 169.254. This is the IP automatically assigned when a DHCP server isn’t available. It’s actually a placeholder of sorts, not actually a true IP address.
*If you have an APIPA address, you do not have an IP address! You can request an IP address with ipconfig /renew. /release will not work due to the lack of IP address; it would simply let go of that current address.

127.0.0.1 It will always start with 127.
