A

The a cis acting region far upstream of transcription site where activator transcription factors bind to increase the expression of a gene.

What are the activator proteins?

A

These are proteins that bind both the enhancer and RNA Polymerase II to form a DNA loop. Binding will recruit general transcription factors to form the transcription initiation complex.
