1st “constitution”, did not last long
ISSUES:
- no taxation power
- no president/ leader
- no judiciary
- issues with passing and changing laws

- judiciary is weakest of branches
- must be independent

- the executive is needed to: carry out laws, protect, prevent anarchy :(, make quick decisions, and take action
- plurality in congress = deliberation & debating
