What is the definition of an NDA?
A
NDAs are established for PL 1, 2, 3 resources located off installation lands not
under the jurisdiction or administration of the custody of the DoD under emergency conditions IAW DAFI 31-101.
Example: if an aircraft in an emergency or accident lands at Monterrey Bay we would have our forces come and secure the scene, use temporary barriers like cones, ropes, signs to make the boundary of the area then explain the situation to why it’s necessary set up the area and the controls in effect.

4 Steps to a VWAP
IDENTIFY: identify victims and witnesses entitled to assistance under VWAP
INFORM: inform them of available emergency medical and social care when circumstances dictates
PROVIDE: provide victims and witnesses with a DD Form 2701, Initial Information for Victims
and Witnesses of Crime pamphlet.
ADVISE: advise victims and witnesses to immediately report any intimidation or harassment to BDOC and the appropriate investigating agency (civilian agency, S2I, AFOSI, etc.).

Positive TSC Hits Actions
Notify BDOC immediately contacting TSC, don’t let them know they are on terorrist watch list because it’s a violation other than law enforcement.
If an arrest detain is requested unrelated to the TSC Hit you can do it but only let them know of the offense listed
Don’t extend the duration because it will rise suspicion but gather as much info as possible to TSC, such as license plate, make model, clothes tattoos

Commercial Vehicles destined for South Base/VTS
Commercial vehicles are required to be inspected at Lompoc Gate prior to gaining access.
Once Commercial Vehicles are inspected, the driver and vehicle information will be documented on an inspection card that will be presented to the personnel conducting entry control at the location
As the vehicle enters, ensure you look at the overhead mirrors and whatever else you
may have to assist in locating any suspicious or unauthorized items. Ensure the engine is off
and the parking brake is set when inspecting a vehicle. Use the team approach to inspecting as an overwatch. The driver must open all doors, hood, trunk, compartments, and go into the waiting area and every time the vehicle enters the search area, searchers must conduct a thorough inspection.

Ride share/ food delivery
Ride Share/Food Delivery drivers will be allowed to enter when they show their device with active app showing pick-up request on VSFB.
Present all passengers base access credentials for drop off on VSFB.
Present digital or paper delivery receipt with a current on-base address/name of
who submitted the order.
Driver will temporary surrender their DBIDs/Credentials used for base access prior to granting access the services.
Drivers must adhere to the following or be at risk of losing their privileges: Must obey all
traffic control signs/rules of the road/instructions by SF, comply with random vehicle
inspections, comply with gate closure, renew their base access credentials semi-annually
(every 6 months).

Low Threat:
no group is detected, or the group activity is non-threatening.
Significant Threat:
Anti-US terrorist are present and attack personnel or a group uses large casualty producing attacks as their preferred method of operation but has limited operation activity. The operating environment is neutral
Moderate Threat:
Terrorist are present, but there are no indications of anti-US activity. The operating environment favors the host nation/ US
High Threat:
Anti-US terrorists are operationally active and use large operating casualty producing attacks as their preferred method of operation. There is a substantial Do presence and the operating environment favors the terrorist.

How to transport firearms on base?
No person except local LE on official duties are authorized to carry POW on installation except
when transporting to and from SF armory, fire ranges and hunting areas.
All personnel on base housing must register their POl using AF form 314 within 3 days of possessing firearm
When entering installation with a firearm, notify the lEC, all weapons wil be unloaded and placed in the trunk. Ammunition will not be stored with the weapon

Transient Procedures
Notify BDOC/Sentinel that you have a possible transient. Approach the individual,
introduce yourself & let them know they’re on a Military Installation. Get an ID, if they don't
have an ID get their full name and date of birth.
Locate sponsor if the person is on base without one
Detain individual if they don’t have a pass
If they can’t explain how and have no other criminal or suspicious activity give them an
Incident Report AF 3545 and issue CVB notice for trespassing and escort off base
If within 72 hours of a launch they will transport to Bdoc and S2 will do the interview and
photos

PL Duress procedures
When someone passes a distress word, immediately notify BDOC Golf 1, showing a code 12
Challenge everyone in the vehicle if there is more than one person , turn them away from the resource, ask them the reason for passing duress word.
Your alpha or backup will be over watching looking in the vehicle.
Notify BDOC if they confirm they’re under duress and place them in the final challenge position.
If they’re not under duress notify BDOC and brief the proper usage and request termination.

Installation Acceptable Credentials
Credentials that appears questionable, damaged, laminates, tampering or altered will not be accepted.
All personnel will be registered into DBIDS
and completed at the VCC. DBIDS handheld will be utilized at all times.
If non-operational, the Installation Entry Controllers will use the debarment roster and Sex Offenders list.
DBIDS cards and DBIDS passes are only issued at the VCC during normal duty hours.
When VCC is closed, an AF Form 75 is issued at the Santa Maria Gate for 24 hours.
Local emergency responders and civilian law enforcement are granted unescorted
access when acting in an official capacity or responding to an emergency situation with
their agency credential. Access should be prearranged and announced to installation gates.
