• there was a system of proportional representation, where political parties get the same %tage of seats in parliament as the %tage of votes won during the election
• altho it was a democratic and fair system, it lead to the fragmentation of the govt
  therefore, the Weimar created a coalition govt
  -HOWEVER, there were a number of parties who had extreme ideas and we’re not willing to compromise
• Weimar govt had 20 diff coalition govts between 1919-1933
