What is important about the wording of Rule 15?
The word ‘initially’ - the ROW boat is required to ‘initially give the other boat room to keep clear’, but if the keep clear boat does not respond and move, they will soon be in the wrong.
If you are gaining on a boat to their leeward side and establish an overlap, what changes and what should you do?
As the overlap is established, you gain right of way.
In doing so, Rule 15 comes into action. You must initially give the keep clear boat room to avoid you.
You are sailing behind another boat on their leeward side when they bear away. On this new angle, you are on a collision course and within an overlapping distance. Who has ROW, and what should you do?
In this scenario, the other boat had right of way while it was sailing ahead and not overlapping with you.
When the other boat bears away and comes into overlap with you, you then have right of way as the leeward boat.
However, because this scenario was created by the other boat, Rule 15 dictates that you have no obligation to give the other boat initial room to keep clear.
Your only obligation is to Rule 14 - to avoid contact when it seems like a collision is likely.
