What is Accountability?
Keeping track of personnel on the fire ground
What is Free-lancing?
Acting independently of a supervisor’s orders or Fire Department SOP’s
Who is responsible for FF safety?
Everyone!
NFPA (National Fire Protection Association) and OSHA (Occupational Safety and Health Administration)
Make guidelines (NFPA), and policies (OSHA) to keep FFs safe.
What is the Risk-Reward Assessment?
The tactical decision-making process used by firefighters and incident commanders to weigh the potential benefits of a specific action against the dangers it poses to personnel.
What are the four main ICS functions found on the fireground?

What is the purpose of the Accountability System on the fireground?
To keep track of personnel
How is the Accountability System applied on the fireground?
- 2 helmet tags assigned to each person
- 1 tag is transferred to the apparatus board (passport) for duty
- The apparatus board (passport) is transferred to the Accountability Board on the fireground
What is a Mayday call?
Used to indicate that a FF is in trouble and requires immediate assistance.
What information must be provided during a Mayday call?
L - location
U - unit
N - name
A - assignment
R - resources needed
What agency records all Mayday calls?
NIOSH - National Institute for Occupational Safety and Health
All maydays are recorded on the NIOSH website.
Name five things to check when inspecting P.P.E.
- Clean & Dry
- No discoloration
- No holes or tears
- Proper fit
- In Date
Name the three layers of turnout gear and their purpose.
Outer Layer (shell) - Flame and cut resistant
Middle Layer (vapor barrier) - keeps moisture out, but also keeps moisture in!
Inner Layer (thermal) - a thermal barrier, where the NFPA label is affixed
Describe the DRD (Drag Rescue Device)
A harness and hand loop which is installed between the shell and vapor barrier to enable a rescuer to drag a downed firefighter.
Describe the purpose of the PPE Hood.
Protects the head, neck, and ears from I.D.L.H. environment.
Describe the purpose of PPE Boots.
Provide waterproof protection to the feet, contains upper shin protection. Contains a steel toe and steel shank for stability, crush and puncture resistance.
Describe the purpose of structural firefighting gloves.
Provide thermal, waterproof, and abrasion protection to the hands.
Describe the parts of the PPE helmet.

When must an SCBA be used?
In an environment which is any of the following:
- Oxygen defic./rich: <19% or >23%
- Elevated temperatures
- Smoke
- Toxic atmosphere
In what ways does the SCBA limit work on the firegound?
Donning this equipment:
- Limits visibility
- Provides limited air supply
- Limits mobility
- Limits communication
- Adds weight to the firefighter
What signifies an “Open circuit SCBA”?
Inhaled air is from a closed tank, but exhaled air is released to the environment.
What signifies a “Closed circuit SCBA”?
Recycles exhaled air by removing CO2 (scrubbing) and replenishing oxygen to the wearer. Used in specialized situations and uncommon in structural firefighting.
