HMIS
Health Management Information System
refers to the collection, analysis and use of information from programs for the purpose of learning from the acquired experiences, accounting the resources used both internal and external, and obtaining results and making decisions.
Monitoring
the systematic assessment of completed programs or policies.
Evaluation
2 functions of Evaluation
Learning function
Monitoring function
in which the lessons learned need to incorporated into future proposals or policy
Learning function
which means that the concerned parties review the implementation policy based on the objectives and resources
Monitoring function
The objective is to gauge the effectiveness of the program so that adjustments can be made in areas that need improvement
Evaluation
is required to assess the effect of an integrated service delivery.
M&E system
Robust monitoring and evaluation (MSE) system is required to assess the effect of an integrated service delivery.
M&E Purpose
is a core component of current efforts to scale up for better health
M&E
Monitoring and evaluation (ME) is a core component of current efforts to scale up for better health, Global partneis and countries have developed a general framework for M&E of health system strengthening (HSS).
M&E Framework
components of M&E Framework
Indicator domains
data collection
analysis and synthesis
communication use
Appropriate indicators, data collection systems and data analysis to support decision-making help guide successful implementation of integrated services and measures the effect on both service delivery and use of services
M&E Purpose
For monitoring medical services
Indicator domains
Indicators should be tracked to assess processes and results associated with the various indicator domains. In this way, the strengths and weaknesses of implementation are provided and can be used for troubleshooting in the system.
Indicator domains
addresses the components of the framework and establishes the foundation for regular reviews during the implementation of the plan for the national level.
M&E Plan
Specifically, the National Health Mission of India identifies strategies which help in the successful implementation of the framework.
The framework should:
a. be localized
b. Address the needs for multiple users and purposes
c. racilitate the identitication or indicators and data sources
d. Be able to use the M&E in disease-specific programs.
is a variable which measures the value of the change in units that can be compared to past and future units. The focus is on a single aspect of a program such as input, output, among others.
Indicator
uses various indicators to monitor key aspects of health system performance.
