  1. Lack of support from the top levels of management is often cited as a major contributory reason
  2. Judgment Aversion- reluctance to “play judge” especially where there may be a need to make negative appraisal remarks.
  3. Appraiser Preparation- The bane of any performance appraisal system is the appraiser who wants to “play it by ear”
  4. Performance Management-perceived as an isolated event rather than an ongoing process
