What is unconscious bias and how do you recognise and address it?
It related to deeply ingrained associations and assumptions usually influenced by attitudes formed from experiences in our upbringing, education and work and living environments. Everyone has them and they can affect how we interact with others. Important to be aware of own biases to make it easier to prevent them impacting your decision making. Open up decision making through discussions with other groups. Its why I do lots of community engagement for large projects.
What is your company’s complaint handling procedure?
Complaints can be made through the MCC website. They will be picked up and logged by the Corporate Complaints team. If it can be resolved quickly with a call or email it is considered informal.
If the complainant is unhappy with the outcome or it requires further investigation it goes to formal stage one where it will be addressed by a senior member of the service that the complaint is about. If still unsatisfied it can then go to Formal Level 2 where it will be handled directly by the Corporate Complaints Team, who will investigate and oversee it independently of the department the complaint is about.
The Council will Acknowledge the complaint within 3 days and respond within 10 days, or explain why it may take longer and provide details for who is investigating it.
What are key elements of the RICS Guidance Note Surveying Safely 2019?
Good practice advice for members and firms.
Individuals needs to take responsibility for their own, their colleagues and others H&S at work and have the right equipment to do job safely.
Firms must ensure a safe working environment, equipment, systems and competent staff.
When visiting sites, members need to tell someone, wear PPE, consider whether safe to inspect alone, sign in and out of construction sites and have induction if necessary.
What are included in employers H&S documentation?
Guidance on safe working at the office and away on sites etc.
Includes information on emergency evacuations, asbestos and hazardous substances. Also info on accident/incident forms which need to be filled in with managers in the event of injury.
Also required to undertake H&S risk assessment prior to going on site visits.
What is included in the H&S risk assessment?
Identify hazards involved. Might include travel to and from, hazards of working on site including accidents, illness, sharps, adverse weather. Outline who may be harmed and how, risk control measures and grade the likelihood and severity 1-5 and do a RAG rating. Needs to be signed off by manager, if risk is too great and there are no additional control measures that could be taken, the employee does not undertake the work.
Workplace fire safety advice?
Smoking not allowed
Electrical faults reported immediately
Switch off electrical equipment at the end of the day.
Keep fire doors shut
Keep papers away from heaters and electrical equipment.
What is your duty of care and responsibilities according to the H&S at Work Act 1974?
Duty of employer to ensure the health and safety and welfare of all employees.
For the individual, they must report injuries and dangerous occurrences, must undertake, record and review risk assessments
What is the role of CIPFA?
Chartered Institute of Public Finance and Accountancy. They are the local government accounting standard setter and provide technical guidance and support.
How are due diligence and financial checks undertaken?
Level 1 is customer due diligence.
Identify client and verify their identity - passport etc
Find the company name, number and address of offices on Companies House. If publicly listed check stock exchange listing
Obtain information on the purpose and intended nature of business relationship.
Enhanced due diligence is required for PEPs or people from high risk countries.
Requires more detailed examination of background and monitoring.
What are the corporate aims and objectives outlined in the Our Manchester Strategy?
Key priorities are:

My role as a surveyor in the development team has an impact on all of these - lower carbon buildings more affordable housing, economic opportunities with businesses, supporting infrastructure and transport projects. Also important as its a department with major financial importance in contributing funds through land sales, rents etc as well as unlocking economic growth.
What is included in the development team business plan?
Outlines how the team can contribute towards Our Manchester Strategy outcomes like driving effective place making, supporting economic growth and commitment to zero carbon by improving energy efficiency of existing council owned buildings and promoting construction of zero or low carbon schemes.
Outlines how key projects like Manchester Airport, Wythenshawe Civic Centre, Manchester Science Park and Sharp Project are supporting Our Manchester priorities. Offers future ways of working such as changing the way the operation estate is used since Covid and other projects in the pipeline
What are alternative dispute resolution methods?
Mediation involves a neutral mediator who facilitates conversation between two parties to find a solution. Not bound by decision.
Arbitrator is more formal and will have specialist knowledge, parties bound by decision.
Independent Expert determination is an expert on the subject and both parties bound by their decision. Expert must investigate and receive evidence on dispute.
What is the difference between an arbitrator and an independent expert?
An arbitrator is governed by the Arbitration Act 1996.
Independent Experts are not governed by legislation, but instead by the terms of the lease which outlines their role.
What is included in the Data Protection Act 2018?
Right for individuals to access information on what personal data is held and have it erased.
Obligation to conduct data protection impact assessments for high risk holding of data.
Data security breaches need to be reported to ICO within 72 hours.
What is included in RICS Professional Statement Conflicts of Interest 2017?
Conflict of interest arises when a member of firms independence and impartiality if threatened due to conflict between clients. E.g financial interests, personal interest, commercial relationships, acting on both sides of transaction.
Conflict avoidance where you don’t accept instruction.
Conflict management, it is accepted but steps are agreed to manage the conflict with informed consent from both parties.
What are FOIA Regulations at work?
Gives individuals right of access to information held by public bodies. I occasionally receive requests through from the team that manage the requests and have to provide information requested. e.g First class flights, Hotel stays

What is an Equality Impact Statement
Outlines the policy/project aims, what consultation has been done and who it will impact. Outlines what positive or negative impact it will have on different Protected Characteristic Group.
For some disposals I work on I am required to undertake an equality impact assessment and outline the impacts of the scheme and what other approaches were considered.
How is your office environment inclusive?
MCC as a public body, representative of a diverse population like Manchester has an even greater responsibility to be diverse and inclusive to mirror the population it represents. As a whole it does this very well with accessibility and diversity at the forefront. However, improvements could be made with my department in becoming more diverse, but this is an issue that effects the surveying and real estate sector as a whole.
What inclusive design is included in the National Planning Policy Framework?
Spaces should promote health and well-being with a high standard of amenity for all users. It is the key principle of sustainable development, going beyond aesthetic factors. It also advises good planning practice to create building and places that are accessible for everyone without unnecessary physical barriers.
What does the Equality act 2010 say about inclusive development?
Disabled individuals should not face barriers to access premises and service providers are under obligation to make reasonable adjustments such as ramps or lift or providing visual aids.
What is BREEAM
The Building Research Establishment Environmental Assessment.
It is a voluntary environmental assessment for new and refurbished buildings. Rates buildings energy consumption, water use, transport links, waste management and health and wellbeing.
What is your company’s gift policy?
As it is the Council, it is quite strict. Refuse any gift unless it is of negligible value such as a pen at a conference or similar. Can attend events as part of work to represent the Council and as long as it is unlikely to cause reputational damage, refreshments are not the main reason for the event and the timing is appropriate - so not close to decisions being made.
What was the reasoning for not building on the land in Hulme? What was the result of the case?
Reasoning was that construction on the open space would have been unpopular with local residents and not in public interest. Advised that the trees on the land are mature and have CPOs. Arborist also informed me that a similar project nearby did involve removal of mature trees on public open space which had a lot of opposition and issues, wanted to avoid a similar case in quick succession. The result was the developer rethinking their plans and are still developing brownfield land adjacent but keeping this space open to the public with the trees.
