  3. it is easier to amend delegated legislation and thus, it is more flexible

  1. elected members of parliament do not have time or expertise to fully check delegated legislation
  2. with many different bodies involved in making delegated legislation, there can be inconsistencies
  3. little publicity surrounds delegated legislation and thus, the public usually cannot voice their views
