A

1.6.2.1 First Officer Take-off and Landing Restrictions The Commander shall not permit a First Officer to conduct a take-off and/or landing if the:

–Runway is contaminated; or
- Cross wind component must not exceed 20 knots for take-off.
– visibility / RVR and ceiling is less than 400 m for take-off or less than CAT I minima for landing.

 Since cabin staff became aware of the passenger’s condition, has it deteriorated; remained static; improved
