Define 14 U.S.C 93
The Constitutional grants of power to the president and Congress to the commandant. Congress has given the commandant the power to establish, maintain and operate Coast Guard SHore establishments.
Describe Article 7, UCMJ (10 U.S.C 807)
- Apprehension is the taking of a person into custody
- Any person authorized under regulations governing the armed services to apprehended a person subject to this chapter or trial thereunder may do so upon reasonable belief that an offense has been committed and the person apprehended committed it.
Describe in your own words the Coast Guard’s use of force policy and the guiding principles of the use of force policy.
Only that force reasonably necessary under the circumstances may be used. Excessive force may never be used. However, nothing in the application of the Coast Guard’s use of force policy shall be construed to require personnel to match force with equal or lesser force.
Explain the six levels of force continuum
Level 1 - Officer Presence Level 2 - Verbal Commands Level 3 - Control Techniques Level 4 - Aggresive Response Technicques Level 5 - Intermediate Weapons Level 6 - Deadly Force

Define Level 1 Officer Presence
Appearance, Demeanor, Verbal and Non-Verbal communications that create an atmosphere of compliance
Explain the positive and negative effects your appearance, bearing and attitude can have when dealing with the public.
People will take you more seriously if you are in the correct, clean uniform. If you are messy, they will assume you don’t care and will not treat or follow your orders.
Define verbal commands
Task directions with consequences aimed at the subject
Explain how a verbal command can escalate or de-escalate a situation
if using a disrespectful attitude towards a person, they may become offended and become active resistant. If you show compassion and professionalism, the subject may be more prone to listen and respect your authority

Define and list all authorized control techniques
techniques and actions with a low probability of causing connective tissue damage, lacerations to the skin and broken bones. These techniques and actions include correct use of restraint devices, pain compliance and strength techniques.

- hypoglossal
- jugular notch
- Transport wrist lock
Explain when the use of control techniques is appropriate
When the level of force currently used is ineffective, jump up to the next stage of the Level of force continuum
Explain and list authorized aggressive response techniques.
techniques or actions likely to cause connective tissue damage, lacerations to the skin, broken bones and irritation to the eyes, skin and mucous membranes. These techniques include kicks, punches, jabs, takedowns and chemical irritants.
Explain when the use of aggressive response techniques is appropriate
When the current use of force is not working or when it is not safe to continue using and you need to upgrade the level.
