Need RS that crim activity is afoot/person involved in criminality
what is a terry stop
an investigative dentention; tempoary limited detention
what must the terry stop be limited to
limited in scope and duration; Must be reasonably diligent in pursuing the investigative efforts to confirm/dispel RS
what does a terry stop fall short of and how can it get there
an arrest; If RS is confirmed, it can EVOLVE into PC, which can turn into an arrest
what happens if you exeed the scope of a terry stop
it becomes an arrest and you need PC

Physical movement of someone who has been stopped is highly limited

limited search pat down of outer clotheing; falls short of a searach

When an officer has RS to believe that a LAWFULLY STOPPED individual is armed and dangerous
