High Rise- 1st Engine Responsibilities

A
  • Position out of way and view as much of the structure as possible
  • note of fire/smoke location
  • number of floors
  • conditions evident
  • persons in distress
  • note wind direction and strength advise of odd building configurations/layouts
  • Review preplan
  • Bring rapid entry keys (e.g., Knox) and retrieve building keys in fire control room or other designated location.
  • Abandon the rig – 4 personnel proceed to the lobby to continue size-up
  • PPE/SCBA
  • Standpipe packs
  • Accessory bag/ irons/ radios/ handlights/ TIC
  • Ascertain as much information as possible from fleeing occupants or building engineer
  • Check the annunciator panel to determine what has activated:
  • If fire, request second alarm, RIT Level 2, and announce Base location
  • In a commercial high-rise, check the building directory located in the lobby for the occupancy type on the floor(s) involved.
  • Recall all elevators.
  • Determine the elevator and stairwell that is used to proceed to the fire floor and confirm that the doors from the stairwells to the floors above are unlocked.
  • Determine status of elevators, HVAC, and evacuation
  • Identify ATTACK stairway
  • Proceed to the reported fire floor, along with the crew of 1T, 2E, and R
  • Identify and verify fire floor
  • Stop two floors below the fire floor and use the stairs for the remainder of their ascent to the fire floor. No more than two companies should be in the elevator together. If the fire is reported to be six floors above ground level, or lower, personnel should walk up.
  • Conduct assessment of the floor below, noting the layout, and advise
  • Announce via radio to which floor the crew has gone and the stairwell used to get there.
  • Once on the fire floor, 1T or R uses tag line to locate fire (ensure 2 in/2 out)
  • Engine connects to standpipe. Chooses appropriate line (1 ¾” vs. 2 ½”)
  • Calls for water. Masks up. Ensure straight stream pattern
  • Proceeds down hallway, checking plenum space with TIC
  • Confine and extinguish fire
  • Search as we go
  • Crew integrity
  • Preserve evidence
  • Hydraulic ventilation
  • Salvage/ overhaul

  • Then report to lobby and assume LOBBY CONTROL
  • 1- Unit tracking/recording
  • 2- Elevator operations
  • Recall- Phase II. Staff with FF. Stop at level of staging
  • Building system control
  •  HVAC
  •  fire pump
  •  fire alarm
  •  fire phone
  •  comm system
  • o Stairwell identification
  •  Attack
  •  Evacuation
  •  Ventilation
  • o Coordinate civilian evacuation
  •  With fire phone- communicate evac stair location or protect in place
  •  Coordinate large room for holding (bathrooms, eating?)
  • Distribute keys

Metro – 1st Engine

  • Arrive, on scene report, proceed with full crew to Kiosk
  • Park at main entrance of reported station
  • Consult pre-plan
  • Relay water supply information to 2E
  • Wearing all PPE, proceed into station with full crew, high-rise packs, Metro bag/chalks, Knox box keys, HOT STICK, hand tools, and flashlights
  • Assist in the evacuation of metro patrons from inside the station
  • Make contact with senior metro official and Fire ROCC Liaison and determine:
    o Nature/location of incident
    o Status of 3rd rail power
    o Status of train movement
    o ETA of Metro IC
    o Location of required keys
  • SITUATION REPORT
  • After updating BFC, proceed to incident location with 1T as RECON GROUP
  • Recon group initially established at KIOSK or entry point (drop off passport)
  • Prior to entering track bed:
    o Get permission from IC
    o Metro OCC confirms all power down
    o Metro OCC confirms no train movement in area
    o 3rd rail is physically tested by FRD and confirmed down
  • ACCESS- Locate emergency and announce best access point
  • Once at scene, advise on:
    o Nature/severity
    o Assistance required
    o Chain marker location
    o Standpipe identification
    o Evacuation/triage/treatment/alternate access points
  • CONTROL- Extinguish fire, mitigate hazards, control victims
  • RESCUE- Any trapped victims
    o Monitor patient movement
  • EVACUATE & EMS- Triage, treat, transport, and track all patients
  • Position flaggers 750’
  • WSAD 500’
  • Take action to mitigate incident

Metro – 3rd Engine

  • Arrive and proceed to KIOSK and assume COMMAND
    o Request additional resources and est staging
  • Assign crew to perform:
    o Interim accountability and unit tracking
    o Entry control
    o Station evacuation
    o Conference line maintenance
    o Fire alarm system monitoring
    o Station communication systems
    o Closed circuit television monitoring
  • Confirm water supply and RIT establishment
  • Make contact with OCC, senior Metro official/Metro Police, and Fire ROCC Liaison
  • Develop overall strategy:
    o Access – Locate the emergency and find the best access to the site.
     Nature/severity
     Assistance required
     Chain marker location
     Standpipe identification
     Evacuation/triage/treatment/alternate access points
    o Control – Control the emergency; manage the victims, remove the hazards, extinguish any fires, ventilate, and organize the scene.
    o Rescue – Rescue any entrapped victims.
    o Evacuate and EMS – Evacuate the site and provide emergency medical care as needed.
  • Once relieved of command, become KIOSK CONTROL GROUP SUPERVISOR
