Definition of Terrorism
Terrorism is the systematic use of coercive intimadation usually to source political ends
Why shouldn’t we negotiate with terrorists
Legitimises violence as dialogue should be tenants of discussion not cold blooded murder

What to the US Do?
Use the word terrorism as a political tool which is traded in the international system to exclude ‘dangerous’ groups
This is because there is no moral equivalence between the state and terrorist groups
Why should we negotiate with terrorists?

What does not negotiating lead to?
Further radicalisation and exclusion
E.g. IS who fund themselves through means such as robbery looting etc
What can negotiation offer?
Brings terrorism out of the dark in which it thrives
Example of recognition and negotiation to terrorists
British recognition as Gerry Adams as the legitimate republican leader
Allows them to come closer to a democratic resolution

This ignores the uniqueness and individual grievences of each group and the possibly of negotiation as it is ingrained in our phycology that viewpoints are incompatible
