A

> 1st group = people not infected, are well and are not a current reservoir for germs
> 2nd group = people who are infected, are obviously sick, and you know these people may get you sick
> 3rd group = people who are carriers; have the harmful germs living on or in their body, but germs are not making them sick
thus, treat everyone as id they are possible reservoirs or hiding places for harmful germs
