Top Secret-Grave damage to national security.
Secret-Serious damage to national security.
Confidential- Identifiable damage to nationality security.

meets the criteria of applicable manuals and directives but may not be provided to foreign governments without originator’s approval.
Not Releasable to Foreign Nationals (NOFORN)
Where is NOFORN authorized to use?
Only on intelligence

Information not subject to a security classification but can be controlled.

Not classified but maybe withheld from the public under the Freedom of Information Act (FOIA)
