What is a bleached note?

A

A process by which the counterfeiter removes or “bleaches” out the genuine currency inks from the genuine note (i.e.$1 or $5 Federal Reserve Note) and prints their counterfeit image on the bleached currency paper. This is not a classification and refers to the type of paper that was used to produce the counterfeit notes.

What is a constructive seizure?

A

Items constructively seized are processed administratively the same as items physically seized. The only difference in the procedures, is that a constructive seizure allows the owner to retain possession and use of property until it is no longer needed as evidence if all these conditions exists:

1) Approval is granted by AUSA with concurrence of the SAIC
2) The owner is not criminally involved
3) The owner is considered to be responsible
4) The owner is located in the United States
5) The government has no intention of seeking forfeiture of the seized items.
